The Office of
Collective Bargaining offers labor relations training to
exempt supervisors, managers, exempt labor relations and
human resource personnel. In early 2008, OCB will also unveil
a completely revamped OCB Academy as a certificate program
that will offer comprehensive labor relations training over
the course of one year.
We offer
standardized or customized training to fit your agency or
group needs. Any Exempt supervisor or management level
personnel interested in setting up a training class for
their agency or group should complete the OCB Training Request

Administrative Investigations
Program
Description This program presents a systematic
method of conducting administrative investigations, including
planning the investigation, interviewing employees and
other witnesses, preparing reports and presenting
results. Audience: Management-level staff, especially supervisors
of bargaining unit
employees.
Program covers the

administrative from criminal investigations - Initiating

Arbitration School
Program Description This is
an intensive program that is designed to train persons
interested in becoming management-side advocates in
arbitrations. The school utilizes case studies and allows
participants to apply techniques in practical exercises that
simulate actual arbitrations. OCB staff instructors are
assisted by an adjunct faculty of arbitrators.
Audience: Management-level staff, especially
supervisors of bargaining unit employees.

Description This two-part program
provides a "nuts and bolts" overview of the employee
discipline and grievance processes. Targeted especially to
supervisors who supervise bargaining unit employees, the
program delivers basic, practical information on handling
disciplinary investigations and grievances. Audience: Management-level staff,
especially supervisors of bargaining unit
employees.

Program
Description This program provides a more detailed
look at the legal bases for collective bargaining, unfair
labor practices and the process of investigating ULP
charges. Audience:
Agency labor relations practitioners, management

Grievance Administration System
Program Description This
program provides an overview of the OCB grievance tracking
system: its purpose, use parameters, system features and
functionality. Attendees will learn to use the database
through hands-on training. In this test environment
attendees will learn to create, modify and close grievance
records. Access privileges will be required prior to
database use. Audience: Labor relations personnel.

Description This
program describes the background, statutory framework and
basics of public sector labor relations in Ohio. A
component of the week-long Arbitration School, the program can
also be a stand-alone presentation. Audience: Agency Labor Relations

employee performance review system that is used in all
state agencies. Audience:

Program
Description This program presents the legal
background and requirements of meetings that must be held with
employees prior to disciplinary actions that result in
significant discipline, and provides techniques and
suggestions for handling various
situations. Audience: Supervisors and
management-level staff who may be expected to preside as
meeting officers at pre-disciplinary meetings.

Reduction in Force (Layoffs)
Program
Description This program presents the
statutory and contractual legal requirements for layoffs and
other reductions in force. The steps of the layoff process
for both exempt and bargaining unit staff are covered in
detail. Audience: Human resources and management
staff who may be involved in implementing a reduction in work
force.
