The State of Ohio Human Resources Academy (HRA) is a comprehensive human resources certificate program that provides formal learning opportunities focusing on the general and specific needs of human resources professionals and other managers/supervisors within Ohio government. Precisely, enrollment in the program is geared toward those eligible learners who remain interested in obtaining a more in-depth understanding of the role of human resources and its relationship to employee productivity and organizational effectiveness.
Two Main Components:
1. Human Resources in Government
Consists of a series of core courses targeting both the general and the specific needs of HR professional. Upon successful completion of all core courses, participants will be honored at a formal graduation ceremony where senior management recognizes the accomplishment and distributes the certificates.
Participants may take individual core and/or elective courses included in the curriculum and receive a certificate of completion for each course successfully completed; however, this option does not provide for formal recognition at a graduation ceremony.
Participation at this level is offered to eligible employees at no cost.
2. Professional Organization Designations
- The IPMA-HR Competency Model Training and Certification
The IPMA-HR offers two separate certification programs which are designed to recognize excellence in the areas of public sector human resources management. An individual can become certified as an IPMA-CP (Certified Professional) and/or an IPMA-CS (Certified Specialist). Each program consists of two parts, a Personal Profile that evaluates technical capabilities and a behavioral component based on the IPMA-HR Human Resources Competency Model. IPMA-HR offers preparation courses, and the Association provides the examinations and designates the credentials.
- The SHRM Learning System and Certification
The SHRM Learning System is a comprehensive HR system designed to help individuals assess and develop their HR knowledge base and competency levels while simultaneously preparing participants to successfully pass the Professional in Human Resources (PHR) and/or Senior Professional in Human Resources (SPHR) certification examinations. SHRM offers preparation courses, and the Human Resource Certification Institute (HRCI) provides the examinations and designates the credentials.
The HR Competency Model Training and the SHRM Learning System are specifically designed for:
- Individuals interested in completing additional HR training and a obtaining a more in-depth review of the human resources body of knowledge and competencies and/or
- Individuals interested in obtaining professional certification(s) from either IPMA-HR or SHRM.
- Certified professionals seeking to upgrade their certification to a senior level
Participation in this level of HRA requires additional courses of study and provides for an HRA “Advanced” graduation certificate. There is a fee associated with this level of learning, and
Exempt Professional Development Program funds may be used to cover the costs of the
SHRM Learning System preparation courses.

The eligibility requirements are:
- You must be employed in an agency or department of government (i.e. local, county, or state)
- You must be employed in one of human resources’ functional areas OR be a supervisor or manager in any area
- Be employed in a classification exempt from collective bargaining
