OIT offers a number of law and policy-related services, with a focus on the information technology provisions of the Ohio Revised Code (ORC) and the Ohio Administrative Code (OAC). These services include developing and filing administrative rules established by the state chief information officer; managing the rulemaking process for OIT; and reviewing and analyzing proposed IT-related legislation for OIT.

IT-Related Administrative Rules
Administrative Rule 123:3-2-01 was adopted following the passage of Ohio Revised Code 1347.15, “Access rules for confidential personal information.” ORC 1347.15 requires that each state agency adopt rules under Chapter 119. of the Revised Code regulating access to the confidential personal information the agency keeps. To provide consistency of terms and definitions across state agencies, the Department of Administrative Services filed this rule under ORC 1347.06 to administer the provisions of Chapter 1347.
Administrative Rule 123:3-1-01 was adopted following the enactment of the Uniform Electronic Transaction Act (UETA). UETA establishes the legal equivalence of electronic records and electronic signatures with paper documents and manual signatures.
The rule establishes the minimum requirements for creating, maintaining and using electronic signatures and records; the type, manner and format of electronic signatures; and security processes and procedures. The rule applies to all electronic transactions with signatures involving state agencies, whether these transactions are with citizens, businesses or other governmental entities.
